The project seeks to address limiting factors of cover, floodplain connectivity, off-channel habitat, and pool quantity and quality for ESA-listed fish by implementing a restoration design focused on levee removal and the placement of instream mainstem and off-channel wood on private land in reaches of the Upper Methow River. The design includes selective excavation to reconnect high-flow channels along 0.5 miles of levee, mainstem wood structures along roughly 0.5 miles of river, and high-flow channel wood structures. Implementation would occur in 2026. These reaches of the Methow are used by spring chinook and steelhead for spawning and rearing, and bull trout for feeding, migrating, and overwintering. TAKE NOTICE: That on July 2, 2025, the Okanogan Conservation District of Okanogan, Washington filed an application with the Okanogan County Water Conservancy Board which was accepted and assigned number OKAN-25-01. Wolf Creek Adjudicated Certificate #2 (identifier CS4-ADJ74VOL14-BP2@1) with priority date of 1889, authorizes the withdrawal of 0.32 cubic feet per second (cfs) and 60.8 acre-ft per year from one well located in the SE¼ SE¼ Section 32, T.35 N., R. 21 E.W.M. for seasonal use from April 1 to September 30 for the purpose of irrigation of 16 acres within a portion of the SW¼ SW¼ Section 33, T.35 N., R. 21 E.W.M., Okanogan County.
The applicant proposes to transfer 60.0 acre-feet and 0.298 cfs of that said right to the Washington State Trust Water Right Program (TWRP) and as such, change the purpose of use to instream flow and instream flow for mitigation; and the place of use to the Methow River from the existing point of withdrawal well (approximate River Mile 52.5) downstream to the Okanogan County border. The applicant also proposes to change the place of use of the remaining 0.8 acre-feet and 0.022 cfs to add a portion of the SE¼ SE¼ Section 32, T.35 N., R. 21 E.W.M., Okanogan County.

River Run Pool Project 2025-1
Notice of Application Public Hearing and Threshold SEPA Determination
An application has been submitted by Dan Hyatt for a Shoreline Conditional Use Permit in order to construct a 12×26 foot inground swimming pool within the Severe Channel Migration zone. OCC 14.15.110(D)(6) requires an approved SCUP for any development within the Severe Channel Migration zone.
The Okanogan County SEPA Responsible official issued a mitigated threshold environmental determination of non-significance (MDNS) in accordance with WAC 197-11-350. SEPA Comments must be submitted in writing no later than 5:00 p.m., June 25th, 2025 All comments will be reviewed for relevance, and if necessary additional conditions will be added to the Mitigated Determination of Non-Significance. If no comments are received the MDNS will stand as final.
The project location on parcel 3421030085 at 16 River Run Drive in Winthrop.
The public hearing for this project is scheduled for August 6, 2025 at 6:00 pm in the Commissioners Hearing Room located at 123 5th Ave N. in Okanogan. Project comments for the SCUP must be submitted in writing by July 11, 2025 or can be submitted at the hearing or verbal testimony may be given at the hearing. NOTICE IS HEREBY GIVEN THAT the Winthrop Town Council will hold an open record public hearing on annexation of approximately 7.5 acres located at the south end of Wister Way. The hearing will address three annexation petitions for contiguous properties, all of which abut the Town of Winthrop, including part or all of Okanogan County tax parcels 3421021539, 3421020536, 3421020540, 3421020528, 3421020052, 3421020525, and 3421020526, located in the SE Quarter of Section 2, Township 34 North, Range 21 East, W.M.
The public hearing will be held on Wednesday, June 18, 2025, at 7:05 pm, in the Hen House (back room) of the Winthrop Barn, 51 Highway 20, Winthrop, Washington or via Zoom ID: 839 9413 8423. The hearing will be conducted in accord with WMC Chapter 19.10. Any person desiring to present written or oral testimony may do so at the hearing, and by doing so shall have standing as a party of record. Any person requiring assistance to attend the hearing is urged to contact Town Hall at (509) 996-2320 at least 24 hours in advance.
Information available: Persons wishing to view the annexation petition and related documents, or to receive a notice of the action taken may contact Winthrop Town Hall, 206 Riverside Ave. between the hours of 9 a.m. and 4 p.m., Monday – Thursday. Pursuant to WMC 19.06.040, a staff report will be available seven days prior to the public hearing.
